Guatemala Defying the UN

On Wednesday, May 16th, Guatemala became the second country to move its embassy to Jerusalem, defying the authority of the United Nations. Does the UN have authority to tell nations where they can place their capitals? If so, does this really mean that the UN has become a virtual world government?
